The one-question test
Will a person sit in front of it all day? Then it is a virtual desktop: Windows 11, the programs a person uses, opened from any device. Does software have to answer requests from the internet - a website, an API, a database, a service? Then it is a VPS: Windows Server 2025 with IIS and the web stack, administered over Remote Desktop.

Common questions
Can I use a VPS as a desktop?
You can connect to it and work on it, but it runs Windows Server, not Windows 11, and it is licensed and built as a server. For a machine a person works at all day, the virtual desktop is the right product and costs less.
Can I host a website on a virtual desktop?
It is not built for it. Windows 11 is licensed for one interactive user and has no server web stack configured. A Light VPS at $19.99 is the right home for a site.
Can both be on one network?
